If you have no credit, you are likely to be approved for a secured credit card, which requires a collateral. In this case you'll have to make a deposit in a bank which will be equal to the credit limit you'll get. The bank will determine the minimum amount of monthly payments and you'll have to pay some more than this minimum each minth to keep your credit increasing.

There are no cards without international fee,as banks need to charge for international transactions, but the fees may offer in different banks. Foreign exchange fees may vary from 1 - 5%, so if you want a credit card to travel abroad, you should choose the lowest fee and read terms&conditions carefully to make sure how much you will be charged.
